Short form: Brett Favre, having retired after last season, changed his mind in increments over the last few weeks. The Packers, however, made it clear that they didn't want him back (saying they wanted to groom the next quarterback now). There has been a lot of made-for-ESPN drama about whether he would finally return, and to what team. At this point, he is officially Not Retired but the Packers still seem to want to move on without him.
At some level, this is fascinating soap opera, since it involves a Hall of Famer, a beloved team, and Money - Green Bay was ready to pay him $20 million a year for 20 years NOT to play. But it's going on for weeks now and shows no sign of ending.
