Computer Help?

So...I am using my old PC and dial-up this morning, as I cannot get my newer computer to work!! I try to turn it on, the lights blink green, and then nothing happens. Has my CPU crashed? And why is the optical mouse for that computer still lit up?

Faulty power supply? That happened to me with my desktop.
