Not exactly. Both of them can be played straight, but each of them comes with alternate "storyline" rules that involve the use of the Ring token, which travels around the board. And I'm pretty sure that the armies for LotRisk are more balanced -- elves, dwarves, men, that sort of thing. Don't have it in front of me, but we do sell it.
